The Emergency Preparedness Committee meeting was called to order at 8:30 am
Members present: Dick/W4NWD, Eric/WA4EMN, Joe/W0QF, Jeff/KX4RP, Dennis/KM4WMC, Bill/N1CDO, Keith/KI5US, Doug/K4DGG

  • FRS testing/deployment status – plans, schedule (Dick/W4NWD)
    • Disaster Preparedness meeting on 2/25/20 was a success. We sold 33 radios.
    • Eric/WA4EMN has set up a google group (kparc-drs) for FRS users. We also have a webpage where user information is recorded and managed.
    • FRS is renamed DRS (Disaster Radio Service)
    • Joe/W0QF reported the DRS brochure info will be posted to both the KP Pointer and the Wheel
    • Retevis RT22 – club/community involvement – Dick/W4NWD suggested we dedicate Wednesdays 9 am – 11 am to helping folks with their FRS radios and running test sessions.
    • There was general discussion of the club or member liability if we are offering emergency services support. It’s not clear we can be supported by the good samaritan law. We need to check with an attorney. Joe/W0QF and Dick/W4NWD will check with First Services. We may also want to check with ARRL, their general council may be able to offer advice.
    • Eric/WA4EMN offered to work on a logging program that would not require Internet. It would be designed to record information required by ARRL message passing and meet ICS objectives.
    • Dick/W4NWD announced the listening stations will be able to talk with the Emergency Squad directly and not have to go through SCCARC Net Control, reducing time and potential for confusion. Listening station volunteers will be given a tour of the Emergency Squad dispatch station and learn a little about their procedures.
    • What are our commitments to the PSOC and where is the documentation? Bill/N1CDO says there is plenty of documentation and commitments that are detailed in the County’s emergency operation plan. He will dig them out and make them available for review.
    • Several members expressed concern about operating during a hurricane event. This will need some followup.
      There will be a follow-up test with FRS radios today at 11:00. Last time there was confusion about the frequencies and tones. Hopefully we are better prepared today.
    • Eric/WA4EMN will work on a public facing webpage (or branch) that has an easy to remember URL and can be advertised or used to get information about the DRS for FRS users.
  • CERT – followup (Joe/W0QF)
    • SCC CERT is running on fumes and getting no support from the County. Bill/N1CDO volunteered to talk with his contacts at the County to see what the issue was.
    • There is some interest in converting the Wednesday night CERT Net to an Emergency Practice Net where message traffic passing could be practiced on a routine basis similar to the Eagle Net. We need to continue talking about this.
  • Testing committee – status – Hud/KM4DDD is stepping away for managing the “power-out” testing committee. Keith/KI5US has volunteered to push this string.
