Emergency Preparedness Meeting

Notes from the meeting of September 28, 2019

Those present included: Eric/WA4EMN, Joe/W0QF, Martin/KB1MJ, Hud/KM4DDD, Paul/KM4VRH, Dick/W4NWD, Doug/K4DGG, Bill/N1CDO

Participants should engage others to accomplish the tasks and report to the group either by email, at the next meeting, or both. Feel free to schedule working meetings if necessary. Use the EPC email distribution list so discussions and efforts are shared and documented.

  • FRS testing status – plans, schedule (Keith/Dick) Dick/W4NWD presented a list of items to be completed and considerations for the next steps in defining this task. Items include:
    • Ensuring we have an appropriate number of committed hams
    • Announcing the project rollout to KP, CA and others
    • Developing a channel/frequency plan
    • Test the plan for coverage and capability
    • Instructions for individual residents
    • Develop a plan for regular confidence testing

Dick/W4NWD will work with Kieth/KI5US on this when he returns and expects to have a more formal plan to present at our next regular EPC meeting.

  • Member emergency profile – status, considerations, plans (Eric/Dick) Eric/WA4EMN presented an overview of the website based profile and will make several modifications based on the discussion. Doug/K4DGG will send a message to the club membership, prior to the next members’ meeting asking all to fill it out as best they can as it will be on the members’ meeting agenda.
  • Safety officer position – (Martin) Martin/KB1MJ produced a document defining the duties and responsibilities of the Safety Officer. He volunteered to take the lead on this and try to have a safety officer identified for each testing or actual event. Eric/WA4EMN will add a link to this document to the club website.

  • Testing committee – who, what, when, where, why (Hud) Hud/KM4DDD said the plan to conduct a test event each quarter. Testing will occur on the 1st Saturday in March, June, September and December. The March test will consist of a full power-out drill with all equipment operational on emergency power. Hud’s committee consists of Kieth/KI5US, Paul/KM4VRH and himself. They will develop a plan on what each quarterly test will focus on and the need and extent of preparation.
  • Using the generator – review and approve (Martin) Martin/KB1MJ developed a thorough and concise guide to considerations for setting up and operating the KPARC generator. It was unanimously approved and Eric/WA4EMN will see there is a link to it on the club website.
